Yes, you can use skype and wifi on old phone device.
Yes, you will be able to sync the old phone, I sync an old first generation phone, use skype, wifi ... along with syncing a 3GS that I currently use as my phone and an ipad all in iTunes. iTunes will recognize each device and the apps you have will be available for all the devices that supports the app.

Basically, you can use your 3GS as an ipod touch device, with no phone service if you like. I let my granddaughters play with my old phone and keep specific games on it for them.
