Ahhhh, now I understand.

That refers to the backside of an app, not the consumer side. So unless you are a developer, programmer/coder, or hacker, then ignore it. The (developer...what's_new.html) is telling the developers what they now have access to, not what the consumer/ end users has access to.

I believe it is saying: that with in the app on a users device, when certain conditions apply, notify the app so it can take appropriate actions. Kind of a if this happens, then do this.

So unless you are a developer, "Ignore the man behind the curtain." It's magic.
