Have you force closed all apps (double press home, press and hold any of the
tray icons and tap the red - on each) then completely power down phone and
power back on? Safari rotates fine on my phone so if that doesn't fix it
then the next step is a Restore (as a new phone) and if that still doesn't
work then a trip to the Apple store.
