After reading the many recommendations to do a Restore As New to solve the battery problem, I finally bit the bullet and did that.
I am not happy with the result.
I have 144 apps on my iPhone. Quite a few have saved data on the iPhone in one form or another. I spent about 2 hours syncing, and getting those apps which had the ability to sync or backup to my Mac to get data off my iPhone onto my Mac prior to doing the restore. For those that didn't have that ability, I wrote down configuration parameters, as far as I could find them.
Then I did the Restore as New. Synced to get what could be synced back, and synced/restored the other stuff. None of the folders I had created were there. The apps were then all arranged alphabetically on the pages, nothing like how I had them before. All too much data of too many apps was not there. I spent about 8 hours trying to get many apps working again with stuff that had disappeared, and I haven't gone through all of them yet.
I don't know whether to blame Apple or the app developers for losing the data. I think both are culprits. As far as I am concerned, I will NEVER do another Restore as New unless the iPhone is just totally dead otherwise.
I'm still not sure whether my fast battery drain problem has been solved yet (3GS iOS4).
