Apple is offering 'no restocking fee' returns right now, you can return your
phone and purchase a 32GB if you want the extra space.

The partition is for the OS (Operating System) that runs the phone - just
like any computer you buy a certain amount is needed to hold Windows / OS X
/ Linux - iPhone has iOS and v4 because of FaceTime, iAds, etc is double the
size of all previous versions the partition used to be 300MB, then 500MB,
then 750MB now 1GB
