Here are the steps I use to create ringtones, (on a PC) a little cumbersome but
it involves no software and works flawlessly.
1. Identify the song you want to make into a ringtone, find 30 or so seconds in
the song that you like and identify that start time and end time in the song.
For the purposes of this example I'll use the first 30 seconds.
2. Right click on the song and go to the "get info" section of the song
3. Go to the "options" tab
4. Set start time to 0:00
5. Set stop time to 0:30; choose ok
6. Right click on song and choose "create aac version"
You will now have a duplicate song on your list but its only 30 seconds long
7. Go to "My Computer", but leave itunes open
8. Do a search for the name of your song, it will have a .m4a file extension
name.
9. Rename the file changing the ending to .m4r (r for ringtone)
10. You will probably get a message stating that changing the extension will
make the file unstable, but you'll be fine
11. Drag the newly named file to the ringtone section in itunes
12. You can now delete the thirty second aac file from itunes
13. You can go back to the original song and blank out the start and stop times
and click ok, and it will go back to its original length.
Seems like a lot of steps, but it goes really quickly.

editor/creator Amadeus Pro from HairerSoft:

Under the "File" menu is "Export as iPhone Ringtone...". Pretty painless.
