Yes my friend has an iPhone on pay as you go. It is a month to month plan
with absolutely no contract. He DOES have data because AT&T tacked it on
(when they determined it was an iPhone) and told him it was mandatory.

As an addition, he did say that he used another phone to get the pay as you
go and then switched his SIM to the iPhone. So maybe that will help. His
phone is not unlocked but he is looking to do so.
