What you need to do is to figure out whether it's the modem or the phone (I
assume your modem is actually a WiFi router?)
You can get something else that senses wifi into your house - a laptop, a
friend's phone - or take your phone someplace like a coffee shop that has
free wifi or to a friend's house.
Once you know which device is at fault you can troubleshoot that.
