But was there a big change from the model just before the 3GS to the GS?
ISTM I read somewhere that even though there's a "new" model each year it's
2 years between major changes.

There's also your personal activity pattern -- winter is slow for me so
waiting Feb to June wouldn't be a stretch, but waiting June-Sept or
something would be "unacceptable" if it's something I want to be using a lot
all summer. (Like when I got my Touch last year only a few weeks before the
new version came out -- but during those weeks I was working it hard! and
still am!)
