How do you turn off 3g? And what does the E mean when it's displayed?

I believe this is a error happening at the cell tower. It happened to me
recently. I turned off 3G and went to Edge and was able to send and receive
data. The problem cleared up shortly.

I was in an area where my iphone 3g showed all the bars and said 3g..but
when i tried to send a text it came up with a blue box that said COULD NOT
ACTIVATE CELLULAR DATA NETWORK.
Why would this pop up if I had all bars and 3g?
