I've never had that problem. I just drag & drop into the ringtone folder. Also, www.nakko.com is a great free service. That syncs automatically to the podcast folder for some reason, but showup as ringtones on the iPhone.

Are the ring tones on a different computer than your copy of iTunes that you
sync with? I use a variety of ring tones that I have made, downloaded, etc
and none of them are from the iTunes store but all of them were added to
iTunes as .m4r files and synced along with all of my other content, apps,
podcasts, etc.
