No - that would be considered tethering and the iPhone on AT&T doesn't
support it. If you are not in the US and/or have a carrier that allows
tethering, then yes you could very easily tether an iPad to an iPhone it
would be the same as a computer, etc tethering via WiFi - would have to
create an ad hoc WiFi network between the two devices.
