I can tell yow to set it up but it is not a perfect answer.

Go in settings, general, restrictions and turn restrictions on. You will
then have to set a 4 digit pin code. After that, turn Safari off.

Down load and install Safe Browser from the app store. It is $4.99. Here is
the link.

I have not done this. I just did some research for you. I does look like it
would work.
