Although I travel only a dozen or so times a year, my experience is that it often depends on the airline and sometimes, the particular aircraft.

As noted elsewhere, due to luggage charges on many carriers, people tend to lug pretty huge suitcases onto planes and attempt to shove them into the overhead bins.
