Go to Settings > General > Network and turn off Data Roaming.

If you also do not want to make or receive cellular calls:

Go to Settings and turn Airplane Mode "ON"
then
In Settings > Wi-Fi turn Wi-Fi back "ON"

You can use Skype over wifi, but hot spots vary as to how well Skype
works with them.
