I find that hard to believe.
I have fixed many iPhones and the Home button is not attached to any long
cable. It has 2 contacts that touch directly on the board.
Its possible the touchscreen could be a result of the cable becoming
partially attached. That device is segmented so if a vertical or horizontal
section went out that's more likely a cable issue, or even software issue.
Let us know if a power cycle fixes it.

I posted on this once earlier this year. My Home button stopped
working and the Apple Genius told me it was a disconnect of a long
cable running most of the long dimension of the phone. He reconnected
it and in ten minutes I was back to normal operation. However, he also
said that mine was an unusual presentation of that cable malfunction -
usually it presented as a complete or partial touchscreen malfunction
as you describe. You might want to look into the cable as a cause of
your partial touchscreen dysfunction.
