I travel a lot. No, they don't monitor the exact size of the bag. It's more by sight. The issue you might run into will be the type of plane. If you are on a larger plane - Boeing, MD, etc, you should be fine. On smaller regional jets (CJ, etc), they may make you "gate check" the bag. Meaning you leave it at the door of the plane, they stow it in the belly of the plane, and you pick it up plane side when you land. The bag won't go through all the checked baggage stuff, but for the actual flight will be under the plane. I personally carry two bags, even when doing all carry on luggage. One with my computer, camera, iPhone, etc. This is small enough that it stays with me all the time regardless of the plane. Then I have a bag with clothes and such that can fit in the overhead on larger planes but I will gate or plane side check on smaller planes. I don't want my Mac, iPhone, etc getting tossed on the luggage belts.
