I think it is time to clarify terminology. Maybe Bill Boulware can help with the clarification.
You did a Restore As New but then did a Restore from Backup, which reinstalled whatever you had backed up. If that cleared up any problems, then good for you, but is not really a Restore As New.
The way I view Restore As New from reading Apple's support is that you do a Sync after the restore, in which case a lot of stuff does not get restored, unless Apple's Sync takes care of it. Apple's Sync does not restore folders, or a lot of other stuff. Not only that, but your last backup has been deleted and replaced with a backup of your newly updated iPhone.
A Restore From Backup after a Restore As New, and before doing a Sync, restores (almost?) everything the way it was at the time of the backup.
If you do a restore from backup, then you don't lose much, if anything, including any problems you had. A restore as new loses a lot. Some combination of the two may give you mixed results, of which I am not clear from reading Apple's support docs.
