I'm not positive, but I think it is by your residence. It is invalid in another country and is only available in countries where Apple has a legal presence. For computers, I have heard of problem if the key caps are of the wrong language. This should not apply to a iPhone, but may indicate an issue if purchased in another county.

Last I heard, you still can not buy AppleCare in Florida.
