Is the cable connected to a computer or to the 110-volt adapter?

If you're failing when connecting to a computer, I would mistrust the cable or, more likely, the power output of the USB port on the computer before suspecting a phone defect.

If this is the case, take the same iPhone and the same cable, and plug it in to the 110-volt adapter and see if it charges then. If it does, cable and iPhone are OK.
