Well, my download and upload 3G speeds have dropped to near Edge speeds.

I'm getting 0.73 Mb/s down and 0.03 Mb/s up.

AT&T is claiming that it is an issue with a Alcatel-Lucent component, that has caused the slow upload speeds, but that does not address the sudden drop in download speeds.
