Try clicking on the settings icon, then click on Network and you should set the following to off:
Enable 3G OFF
Cellular Data OFF
Data Roaming OFF
Then back to settings Click on WIFI and set to ON. It should for available wifi networks and you choose one to join. You may have to enter a password if your network selection has a lock next to it.
Hope this helps.
These are always good choices to make when traveling as well, as fees for 3G in foreign countries can add up.
