The 2-year agreement is the carrier's way of making sure that the proceeds
from the monthly service fee subsidize the cost of the phone. Once that
2-years is up, the subsidy is complete. Sign up for another 2-years, and
you have another subsidy to use. Someone comes off the new street and signs
up for a new 2-year agreement gets the same subsidy.

Seems rational to me.
