ATT has always been like that depending on the area from my
experience. I doubt a newer iPhone would be any better.

On my iPad or 3GS, I could go from full bars to 1-2 standing in the
same spot, then a second later full bars again. When I am stuck with
1-2 bars for long, the only thing I have found that helps a little is switching
to airplane mode and back. Usually that will give me full bars again.
