This does not end here.
If your foreign office say a branch in US engages an US interior decorator to decorate your office in US then (even if the payment is made by your US office):
a-> Deduct TDS and ask that US interior decorator should have PAN in India and
b-> His income is taxable in India.
That is what the latest amended sec 9 says with retrospective effect from 1976.
