2. The easiest way would be to get it is US and then use Skype or another
VoIP App for Mexico calls (or the opposite)

3. See Above or you can make sure you buy an unlocked phone (are they
available in Mexico?) if so, you can easily just swap the SIMs as necessary
- all you need is a paperclip to release the SIM card tray - takes about 15
seconds for the phone to read the SIM card and get on the correct network.
