Dear Mr Vinod Jha,
In my opinion, Gujarat branch can issue form F to its HO in MP provided-
1) There should not be any pre-existing relation between stock transfer from MP to Gujarat and subsequent sales by Gujarat branch otherwise MP VAT Authorities may disallow stock transfer claim of HO and demand CST on the same.
2) Needless to mention HO would account the import and show the same as stock transfer to Gujarat branch and Gujarat branch would account the same as stock transfer receipt from HO and would sell the same in Gujarat by charging VAT.

i have a query regarding issue of "F" form
"That we have a mfg. co, our HO at MP, HO hold power to import the goods from out of India, under HO instruction our Branch Office at Gujrat which is registered under Gujrat VAT Act endorsed under the instruction of HO, then HO issued a St. Tr. Challan for our Gujrat office after that Gujrat office sold the same goods in Gujrat only, here is specifically mention that there in no physical moment and branch office sold the goods from port"
Can Gujrat issued F form to HO, please clarify and any case laws in this regards please suggest
