I'm a network technician and some of the responses you received are incorrect.
dialup was 56K
Edge connection should average 100K (double that of dialup)
3G connection should average 500K (10 times that of dialup)
WiFi connection (via DSL) can be anwhere between 1M - 6M depending on your service
Her netbook should average the same on 3G as my iPhone. Use one of the free speed test sites and run the test. There could be something wrong with her netbook.
