What is behind that is that the initial versions of these FM modulators only tuned four frequencies - the lowest four, and a lot of NPR stations are on those frequencies. Too late the manufacturers realized they needed modulators that were usable on all frequencies. Modulators are being replaced by in-line adapters that require you to take the radio out and put the output of the modulator in line with the antenna. Not very desirable if you are not mechanically inclined.

Better yet - replace the car radio with a unit with an Aux input jack....
