A free ad supported app Discover will allow you to upload and download
files between computer and iPhone over wifi. The app will allow
reading of txt Microsoft doc and PDF files. They cannot be edited on
the iPhone though. For that you need to pay for docs to go. (or other
office apps). The access to the files and your computer can be
password protected.

If you are creating notes and want them organized and synced to google
docs so they can accessed from any computer look at Notemaster. Not
too pricey and works great.
