Where does it do this in the camera app?
I've looked with general settings/location/camera both on & off.
I don't see any such setting options, just the "switch camera",
video/still, flash choice button and zoom bar. Using iP4.

To learn about using Skype I made two separate accounts one on the
Desktop (with a webcam) and the laptop. This was pre iDevices. Read the
stuff on the skype site. Made the practice tests they suggested.
Had one call the other using home wifi to connect both to the
internet/skype. Had two photo in photo of myself, two different angles.
Had to be careful with the mics and feedback, but it was good practice
to learn how to use.

One option is to add a SILENT RING to your iPhone and assign it to the offending number. There are several places on internet to download a free Silent Ring file or you can make one using a variety of programs.
